The initiative of holding plenary assemblies was put forward by the chairman of the commission E. Kumari. All in all 39 plenary assemblies (since 1993 called annual meetings) have been held during 45 years.

The plenary assemblies became all-republican events. Various topics have been discussed at the meetings. Plant and animal protection, for example, has been treated at four assemblies, the protection of water resources and water ecosystems has been treated at five assemblies. The scientific research in nature conservation has been discussed for several times. The relations nature conservation and agriculture, nature conservation and recreation, the greenery of towns, the history of nature conservation, the protection of nonliving nature, the protection of forests, etc. has also been on the agenda.

The first plenary assembly was held on 14 January 1956 when the organisational problems of nature conservation were considered. The three most recent meetings discussed the green parks of towns and their protection, waste management and the protection of wetlands.

At the beginning, plenary assemblies took place irregularly. Since 1973, one plenary assembly has been held per year. 31 assemblies took place in Tartu (mostly in the Assembly Hall of the University of Tartu), seven in Tallinn and one at Saku. Most numerous by participants (275) was the XXXII assembly dedicated to forest and man.
